Leak Repair Pilot Program
Waterway NC has received funding from the New Hanover County endowment grant, and is partnering with the Wilmington Area Rebuilding Ministry (WARM NC) to offer leak repair services at no cost to eligible participants in New Hanover County.
The program provides free repairs for residential leaks in households located in New Hanover County and who are on public water provided by Cape Fear Public Utility Authority (CFPUA). Applicants can not be on a private well. In exchange for the free repair, the client agrees to allow Waterway to track their water consumption and billing data for one year to show how repairing major leaks can help residents better afford their water bills.
Once your application has been received and your water consumption data has been reviewed to determine whether a leak is suspected, Waterway will then refer your case to WARM NC for an estimate and to schedule your repair.
In exchange for the free repair, the client agrees to allow Waterway to track their water consumption and billing data for one year to show how repairing major leaks can help low-income customers better afford their water bills.

Long- Term BILL ASSISTANCE Pilot Program
If you are seeking assistance on your water bill from the Cape Fear Public Utility Authority (CFPUA) in New Hanover County (NHC), North Carolina, you've come to the right place.
The program began in November 2023. It offers a partial payment on the water bills of 15-20 households for a limited period of time. This is a six month pilot program to determine the impact that a permanent subsidy on bills would have for water affordability and access in New Hanover County.
We are currently accepting applications for this program, and spots are limited. To apply, please submit this application or contact us for a paper copy. We will stop accepting applications on December 15, 2023.
emergency bill assistance program
This program is administered by the New Hanover County Department of Health and Human Services (NHC DHHS). At this time, due to limited funding, Waterway can only makes referrals to the water bill assistance program at NHC DHHS>
